1846--1949 Period

1. Fight Against the Dutch

In 1925, an organization named Suryakanta was also founded in Singaraja and published a magazine called Suryakanta. Like the Shanti organization, Suryakanta also expected that Balinese would make progress in science and eliminate traditions which were no longer suited to the progress of the times.

In the meantime, in Karangasem, an organization called Satya Samudaya Buadana Bali Lombok was founded. The members were civil servants and the public. Their purposes were to raise and save money for study fund.

3. Japanese Occupation Period
After going through several battles, the Japanese army landed on Sanur Beach on 18 and 19 February 1942. From Sanur, the Japanese army entered Denpasar without encountering any resistance whatsoever. Then, from Denpasar Japan controlled Bali entirely. At first, the party that established Japanese power in Bali was the Japanese Army (Rikugun). Later, when the situation was in a stable time, the power of government was handed over to a civilian government.
During the Japanese occupation, since the situation was in a conflict, all activity was focused on the war effort. Young people were trained to become Pembela Tanah Air (Country Defending soldiers), abbreviated PETA. In 1944 PETA was established where programmes and conditions of education were formed after the succession of PETA in Java.

4. Independence
On 23 August 1945, following the Proclamation of Independence, Mr I Gusti Ketut Puja arrived in Bali by bringing the mandate of his appointment as Governor of Sunda Kecil. It happened since his arrival in Bali that the Proclamation of Independence in Bali was spread throughout the villages. It was the time that preparations for the arrangement of government in Bali were made as the Sunda Kecil with Singaraja as its capital.

The first attempt to remove weapons from Japanese hands was carried out on 13 December 1945. However, the effort failed. For this reason, it was decided to seek assistance and weapons in Java. This was carried on by I Gusti Ngurah Rai and his people. Since the landing of NICA in Bali, Bali had always been in a fighting arena. In the battle, the Indonesian forces used the guerilla system. Therefore, MBO as the mother force was always on the move. In order to strengthen the defence in Bali, Indonesian Navy assistance was sent from Java which later joined forces with those in Bali. Because of the frequent battles, the Dutch sent a letter to Rai to negotiate, but Balinese fighters refused and continued to strengthen their defense by involving the people.

To facilitate contact with Java, Rai applied the strategy for removing the Dutch attention to eastern Bali. On 28 May 1946, Rai sent his force to the east then it was known as "a Long March". During this "Long March", the guerilla force was often ambushed by the Dutch power so that battles frequently occurred. The battle that brought victory to the winners was the Tanah Arun battle, ie a battle that broke in a small village at the foot of Agung Mountain, Karangasem Regency. During the Tanah Arun battle which broke on 9 July 1946, many Dutch soldiers were killed.

After the battle, Ngurah Rai's force moved to the west and they arrived in Marga Village (Tabanan). To save the energy because of limited weapons, some members of the force were ordered to fight with people altogether.

Puputan Margarana

When MBO staffs were in Marga, Ngurah Rai ordered his force to take NICA police weapons in Tabanan. The order was carried out on 18 November 1946 (at night) and they made it finally. Several weapons and ammunition as well were taken and then a Nica police commandant joined with Ngurah Rai's forces. After that, the force returned to Marga Village.

On 20 November 1946, by starting the violence at dawn, the Dutch force began to encircle Marga Village. The battle between Nica force and Ngurah Rai's had occured for 10.00 hours. Then the name was changed again into "Pemerintah Darurat Republik Indonesia (PDRI) Sunda Kecil.

During the RIS (Republik Indonesia Serikat) period, the East Indonesia Military Commission tried to settle the problem of freedom fighters in Bali, especially those who remained in the mountains. The commission tried to call the members of DPRI who remained in the mountains to be included in an army force called Arjuna (15 January 1950). On the other hand, KNIL (Koninklijk Nederlands Indisch Leger) was turned into the Army of the Republik Indonesia Serikat since June 1950. Meanwhile, the Round Table Conference (KMB) which was based on the agreement between Indonesian-Dutch Union was started at the end of August 1949. Finally, on 27 December 1949 the Dutch recognized RIS sovereignty. Then, on 17 August 1950, RIS was changed into the Republic of Indonesia.

The arrival of the Hindu people from India marked the end of prehistorical period in Indonesia. The first centuries AD until the year of 1500, i.e., with the fall of Majapahit kingdom, constituted the Hindu influence period. Based on the information found on an 8th century AD inscription, it could be said that the ancient Balinese historical period covered the time between the 8th and the 14th century AD when the Majapahit's Gajah Mada expedition invaded and defeated Bali.

The term Balidwipa (meaning Bali island) has existed since time immemorial. This has been discovered from various inscriptions. Among these inscriptions were Blanjong charter which was issued by Sri Kesari Warmadewa in 913 AD mentioned the word Walidwipa. Similar evidence was from King Jayapangus' charters: Buwahan D and Cempaga A inscriptions dated 1181 AD.

Bali's historical period is divided into three phases: 882-1343 period, 1343-1846 period, and 1846-1949 period.

882-1343 Period

After killing Kebo Iwo, Gajah Mada and the commander Arya Damar led the expedition and the troop of Aryas assisted them. The attack resulted in a battle between Gajah Mada's forces and Bedahulu's army led by Pasungrigis. The king and his son were killed in the battle. After Pasungrigis surrendered, there was no king govern Bali.

Majapahit appointed Sri Kresna Kepakisan to lead the government in Bali under the consideration of the existence of a blood relation between him and the people of Bali Aga.

2. Samprangan Period
Arriving on Bali, Sri Kresna Kepakisan chose Samprangan as the center of the government. The kings during this period, were Dalem Sri Kresna Kepakisan (1350 – 1380) and Raden Agra Samprangan (1380). Raden Agra Samprangan was the eldest son of Dalem Sri Kresna Kepakisan.

3. Gelgel Period
Dalem Ketut Ngulesir, who moved the centre of government to Gelgel, replaced Raden Agra Samprangan. This was the beginning of the Gelgel period and King Dalem Ketut Ngulesir was the first regent. The second King was Dalem Watu Renggong (1460-1550) who took the throne and inherited a stable kingdom. Therefore, he was able to develop his ability and integrity to bring prosperity to Gelgel kingdom.

Under the reign of Dalem Watu Renggong, Bali achieved its highest point. When Dalem Watu Renggong died, he was replaced by Dalem Bekung (1550-1580). Meanwhile, the last king of the Gelgel period was Dalem Di Made (1605-1686).

4. Klungkung Kingdom Period
The Klungkung Kingdom was the continuance of the Gelgel dynasty. The rebellion of I Gusti Agung Maruti resulted in the wrecks of the Gelgel kingdom. This occurred after the son of Dalem Di Made grew up and be able to defeat I Gusti Agung Maruti and Gelgel palace was not restored. Global Players Meet in Bali To Push Trade Liberalization

Bali was the forum for the first round of meetings with key players in global trade talks last week, amid mounting concerns over protectionist measures announced by the white house.
Speaking at the gathering of 19 major farm exporting countries in Bali, Finance Minister Sri Mulyani Indrawati said that the global economic crisis was putting pressure on countries to protect their economies, while at the same time underlining the need for greater trade liberalization.
" Leaders should show their commitment," she told reporters.
" Everybody knows the United States and India are the most important players in terms of setting the tone and providing how far the [Doha]agreement can go. The new administrations on both sides are providing a fresh perspective in how they see this global issue can be solved."
At the event, US trade Representative Ron Kirk met World Trade Organization chief Pascal Lamy and recently appointed indian Trade Minister Anand Sharma.
Disagreements-primarily between india and United States over tariffs-coused the last series of negotiations between WTO ministers to collapse in Geneva in July, plunging the fate of the broader Doha Round into uncertainty.
Developing countries, including China and India, want the industrialized world to scrap agricultural export subsidies, while Western powers are seeking greater access for their products in emerging markets.
Sharma said it was time to "pick up the pieces from where they are and move forward. We are not looking at difficulties, we are looking at the possibilities, to do our best and take this process to its culmination," he said.
"there are no obstacles which are insurmountable. We have to create an understanding and trust. There have to be adaptations and adjustments, that is what negotiations are meant for."
The Indian minister said he would go to Washington this month for follow-up talks. The talks were taking place on the Cairns Group of major farm exporters, which includes Australia, Brazil and Canada.
The group has called for a fresh start to the Doha Round and condemned rising protectionism, including a new trade war between the United States and Europe over dairy export subsidies.
The WTO talks, which started at the end of 2001 in the Qatari capital, aim to boost global comnerce by removing trade barriers and subsidies.
The 19-nation Cairns Group accounts for about 25 percent of world farm exports and advocates cuts to all tariffs and the elimination of export subsidies.

Two Years Later, Tsunami Drills Held in Bali and Sumatra

The scenario is frightening: a huge earthquake measuring 8.3 on the Richter scale hits Denpasar, the provincial capital of Bali, at 9:15 a.m. Thousands of people run screaming from Sindhu beach in the Sanur resort area.

Five minutes later, the Meteorology and Geophysics Agency (BMG) issues a tsunami warning. The quake's epicenter is said to be 10 km under the sea.

When the warning comes, people are fleeing coastal areas to higher ground as tidal waves five to six meters high close in. Within 30 minutes, the waves have flooded most of Denpasar.

This disaster in Bali is not real. It was part of a tsunami drill held Tuesday to mark the two-year anniversary of the devastating waves that killed tens of thousands of people in Nanggroe Aceh Darussalam and North Sumatra.

A similar drill was held in Padang, West Sumatra. More than 5,000 students in Padangpariaman regency's nine villages scrambled from their classrooms to higher ground as soon a tsunami warning siren wailed.

The students then practiced helping injured 'victims'. The drill was organized by the Tsunami Alert community and Mercy Corps Indonesia through the Interagency Working Group and the regency administration. More than 36,000 of the regency's residents live in coastal areas.

"The drill in Bali is the most comprehensive tsunami drill held in the country since the real tsunami hit Aceh and North Sumatra on the same day two years ago," said Harkunti Pertiwi Rahayu, the chair of the tsunami prevention program and a tsunami expert at the Bandung Institute of Technology.

Numerous smaller drills have been carried out in tsunami-prone areas, he added.

The drill in Bali was jointly organized by the state ministries of technology and environment, the tourism ministry, the BMG, educational institutions and other partners. It involved at least 14,000 Denpasar students ranging from elementary to high school, as well as the tourism industry, local communities and local officials.

State Minister of Research and Technology Koesmayanto said the drill was a key step in preparing people to cope with disasters.

Bali is one of the world's top vacation destinations and one of the areas of the country most vulnerable to earthquakes. The island has two active volcanoes and was hit by a huge earthquake and volcanic eruption in the early 1960s.

Koesmayanto said the government has installed tsunami early warning systems in several provinces, with the newest system able to send an alert within just six to eight minutes.

The tsunami early warning system includes seismographs and buoys. Since 2005, the government has added 70 seismographs in the western part of the country. By 2008, there will be 160. In Bali, six buoys have been installed in Kuta, Sanur and Nusa Dua.

Minister of Culture and Tourism Jero Wacik said the government is also establishing tsunami escape buildings. Each will be constructed on 500 square meters of land at least five meters above sea level, and will be able to accommodate at least 400 people.

The buildings will be located at Nusa Dua resort in Bali and Pangandaran Beach in West Java.

Five Thousand People Ready for Monkey Dance, the Colossal in Bali

Jakarta, September 12th, 2006 " Monkey Dance, or the Cak Dance as the locals call it, commonly involves as many as 75 to 150 dancers. Visitors coming to Bali are continuously satisfied having watched the non-instrument dance usually performed at night. Extraordinarily, this type of dance will be presented by more than 5,000 people from Tabanan district in Tanah Lot, Bali, in September 29th, 2006. The dance would be commenced at around 5 pm as the day sees the end, taking an advantage of the unparalleled sunset as a backdrop in Tanah Lot, Bali. The crowd involved would be from various professions and age. Some of them are the local government officials, policemen, soldiers, teachers, students, and entrepreneurs from Tabanan. These people have been practicing for 3 months.

The colossal dance is called the Cakolosal 5,000 Tabanan and is fully supported by the government of Tabanan, Bali, and the Ministry of Culture and Tourism of RI, as the Head of Tabanan District, Mr. Wiryatama, said during the press conference held in Sapta Pesona Building, Ministry of Culture and Tourism of RI, in Jakarta.

The event is part of the efforts done by Tabanan people in recovering Balis tourism industry. That is why the government of Tabanan is eager to held such event in Tanah Lot, preparing a grand stage called Surya Mandala, enough to cater all the dancers and around 4,000 spectators.

Sail Bunaken largest Maritime event in Asia

Jakarta (ANTARA News) - Sail Bunaken 2009 which will involve 24 warships and 150 sail boats as well as cruise ships from 26 countries will be the largest maritime event ever organized in Asia.

"This will be the largest maritime event ever held in Indonesia and Asia," Aji Sularso of the Sail Bunaken 2009 Organizing Committee said here recently.

The Sail Bunaken to be held in Manado, North Sulawesi, on August 12-20, 2009, would be part of the World Ocean Conference (WOC) activities as the theme would be "Protect Our Oceans for the Future Generation".

He said the event was expected to help promote Manado to be a world tourist destination.

Meanwhile, Vice Admiral Moeklas Sidiq, deputy chief of staff of the Indonesian Navy, said the planned participation of 24 warships from various countries reflected good relations among the world`s navies and would constitute the largest fleet review ever held by Indonesia, as one of the world?s largest maritime country.

The Sail Bunaken 2009 implementation will cost around Rp5.75 billion.

The event`s programs will include the Indonesian Fleet Review, a Yacht Rally, Festival Bunaken Expo, Bunaken Carnival, Jetski Trans Equator Touring, Bunaken Diving Competition, and International Fishing Competition.

The four-day World Ocean Conference (WOC), which was held in Manado, on May 11-15, 2009, adopted the Manado Ocean Declaration (MOD).

In their 21-point declaration, participants of the conference stated among others that they would strive to achieve long-term conservation, management and sustainable use of marine living resources and coastal habitats through appropriate application of precautionary and ecosystem approaches.

They stressed the need for national strategies for sustainable management of coastal and marine ecosystems as protective and productive buffer zones that deliver valuable ecosystem goods and services that have significant potential to address the adverse effects of climate change. (*)

An economic downturn is a phase of the business cycle in which the economy as a whole is in decline.This phase basically marks the end of the period of growth in the business cycle. Economic downturns are characterized by decreased levels of consumer purchases (especially of durable goods) and, subsequently, reduced levels of production by businesses. While economic downturns are admittedly difficult, and are formidable obstacles to small businesses that are trying to survive and grow, an economic downturn can open up opportunities. A well-managed company can realize the opportunity to gain market share by taking customers away from their competitors. Resourceful entrepreneurs capture the available opportunities, from an economic downturn, by developing alternate methods of doing business that were never implemented during a prior growth period. The challenge of successfully navigating your business through an economic downturn lies in the realignment of your business with current economic realities. Specifically, you, as the business owner, need to renew a focus on your core clients/customers, reduce your operating expenses, conserve cash, and manage more proactively, rather than reactively, is paramount. Here are best practices that will help you to successfully navigate your business through an economic downturn: Goals: The primary goal of any business owner is to survive the current economic downturn and to develop a leaner, more cost-effective and more efficient operation. The secondary goal is to grow the business even during this current economic downturn. Objectives: • Conserve cash. • Protect assets. • Reduce costs. • Improve efficiencies. • Grow customer base. Required Action: • Do not panic… History shows that economic downturns do not last forever. Remain calm and act in a rational manner as you refocus your attention on resizing your company to the current economic conditions. • Focus on what YOU can control… Don’t let the media's rhetoric concerning recessions and economic slowdown deter you from achieving business success. It´s a trap! Why? Because the condition of the economy is beyond your control. Surviving economic downturns requires a focus on what you can control, i.e. your relevant business activities. • Communicate, communicate, and communicate! Recommended Best Practice Activities: The Nuts and Bolts… The following list of recommended best practice activities is critical for your business' survival and for its growth during an economic downturn. The actual financial health of your particular business, at the outset of the economic downturn, will dictate the priority and urgency of the implementation of the following best practice activities. 1. Diligently monitor your cash flow: Forecast your cash flow monthly to ensure that expenses and planned expenditures are in line with accounts receivable. Include cash flow statements into your monthly financial reporting. Project cash requirements three-to- six months in advance. The key is to know how to monitor, protect, control, and put cash to work. 2. Carefully convert your inventories: Convert excess, obsolete, and slow-moving inventory items into cash. Consider returning excess and slow-moving items back to the suppliers. Close-out or inventory reduction sales work well to resize your inventory. Also, consider narrowing your product offerings. Well-timed order placement helps to reduce excess inventory levels and occasional material shortages. The key is to reduce the amount of your inventory without losing sales. 3. Timely collection of your accounts receivable: This asset should be converted to cash as quickly as possible. Offer prompt payment discounts to encourage timely payments. Make changes in the terms of sale for slow paying customers (i.e. changing net 30 day terms to COD). Invoicing is an important part of your cash flow management. The first rule of invoicing is to do it as soon as possible after products are shipped and/or after services are delivered. Place an emphasis on reducing billing errors. Most customers delay payments because an invoice had errors, and therefore, will not pay until they receive a corrected copy. Email or fax your invoices to save on mailing time. Post the payments that you have received and make deposits more frequently. The key is to develop an efficient collection system that generates timely payments and one that gives you advance warning of problems. 4. Re-focus your attention on your existing clients/customers: Make customer satisfaction your priority. A regular review of your customers' buying history and frequency of purchases can reveal some interesting facts about your customers' buying habits. Consider signing long-term contracts with your core clients/customers which will add to your security. Offer a discount for upfront cash payments. The key is to do what it takes to keep your current customers loyal. 5. Re-negotiate with your suppliers, lenders, and landlord: i) Suppliers: Always keep your negotiations on the level of need, saying that your company has reviewed its cost structure and has determined that it needs to lower supplier costs. . Tell the supplier that you value the relationship you have developed, but that you need to receive a cost reduction immediately. Ask your supplier for a lower material price, a longer payment cycle, and the elimination of finance charges. Also, see if you can buy material from them on a consignment basis. In return for their price concessions, be willing to agree to a long-term contract. Explore the idea of bartering as a form of payment. ii) Lenders: Everything in business finance is negotiable and your relationship with a bank is no exception. The first step to successful renegotiations is to convince your lenders that you can ultimately pay off the renegotiated loan. You must point out to your lenders why it would be in their best interest to agree to a new arrangement. Showing them your business plan and your action plan that includes your cost-savings initiatives, along with "the how" and "the when" of the implementation of your plan is the best way to achieve this goal. Explain to them that you will need their cooperation to insure that you can survive, as well as, grow your business during the economic downturn. Negotiated items include: the rate of interest, the required security to cover the loan, and the beginning date for repayment. A beginning date for repayment could be immediate, within several months or as long as a year. The key is to realize that your lender will work with you, but that frequent and continual communications with them is critical. iii) Landlord: Meet with your landlord. Explain your need to have them extend the term of your lease at a reduced cost. Make sure you have a clause in the lease agreement that entitles you to have the right to sublet any or all of the leased space. 6. Re-evaluate your staffing requirements: This is a very critical area. Salaries/wages are a major expense of doing business. Therefore, any reduction in the hours worked through work schedule changes, short-term layoffs or permanent layoffs has an immediate cost saving benefit. Most companies ramped up hiring new employees in the good times, only to find that they are currently overstaffed due to slow sales during the economic downturn. In terms of down-sizing your staff, be very careful not to reduce your staff to a level that forces you to skimp on customer service and quality. Consider the use of part-timers or the current trend of outsourcing certain functions to independent contractors. 7. Shop for better insurances rates: Get quotations from other insurance agents for comparable coverage to determine whether or not your present insurance carrier is competitive. Also, consider revising your coverage to reduce premium costs. The key is to have the right balance-to be adequately insured, but not under or over insured. 8. Re-evaluate your advertising: Contrary to the other cost-cutting initiatives, evaluate the possibility of increasing your advertising expenditures. This tactic realizes the advantage of the reduced "noise" and congestion (fewer advertisers) in the marketplace. The downturn period a great opportunity to increase brand awareness and create additional demand for your product/service offerings. 9. Seek the help of outside advisors: The use of an advisory board comprised of your CPA, attorney, and business consultant offers you objectivity and provides you with professional advice and guidance. Their collective experience in working with similar situations in past economic downturns is invaluable. 10. Review your other expenses: Target an across-the-board cost-cutting initiative of 10-15%. Attempt to eliminate unnecessary expenses. Tightening your belt in order to weather the downturn makes practical, financial sense. Proactively managing your business through an economic downturn is an enormous challenge and is critical for your survival. However, through well-planned initiatives, an economic downturn can create tremendous opportunity for your company to gain greater market share. In order to take advantage of this growth opportunity, you must act quickly to implement the above best business practices to continue realigning and resizing your company to the current economic conditions.
